Exterior Basement Wall Insulation

Hey everyone,

One of our rehabs is a mid-1920's home with an unfinished basement.  Our rehab scope includes finishing this space out.  In researching permit requirements it's stated basement build-outs require the exterior wall to sealed from the OUTSIDE.  The majority of the wall is underground plus it runs under the porch at the front door.  Getting access for this work would be a massive task.  Has anyone else run into this issue?
