Tile or Hardwood in Kitchen

What do you think is better in a kitchen? When I say better I am mixing together appearance, cost, and durability. This is for a rental property, not my own.

a. hardwood floors (refinishing what is already there)

b. tiling over the hardwood (putting down cement board first of course)

Its going to depend on the type of house and some of the aesthetics of the other rooms and how it flows. I personally like tile, but if there are already hardwood floors than refinishing them would be a more cost effective option.
