U&O on a vacant property in Baltimore

Hi all,

I'm considering purchasing a vacant house in Baltimore City that is in surprisingly good condition considering its vacant.  My question is if the exterior facing walls are not already opened up, do I have to open them up to make sure the insulation is up to code before I can receive a U&O.
