Can I pull permits for rehabing rentals?

I live in Overland Park Kansas.  I would like to buy distressed properties to rehab and rent out.  I've looked online to see if I can pull permits and do the work myself but what I've read kind of makes it sound like I'm only able to pull permits for my primary residence.  Does anyone local to this area know if I'd be forced to get subs?
