Landscaping charge withheld from deposit. Yes or no

I had someone add mulch and clean gutters. I'm not sure if I should hold that charge from tenants deposit. There wasn't mention of landscaping in the lease. What do you think?

Withholding security is for when a tenant damages the property, not to pay for routine maintenance on your home...
