2 story Old Fire Escape and Electrical Work

I recently closed on a rental property with it's own problems :) !

1) It came with a huge 2nd floor deck with another steps of stairs that goes to the 3rd floor with a small standing area that is used as a fire escape. The deck is beat up. Lot of nails poking out, hand rail coming off. At first I was going to just repair what we can, but I think it'll be better if I remove the deck and stairs (it's a rental) and just rebuild the fire escape for the 3rd floor. How much does it cost to remove/rebuild just fire escape? And what kind of contractor would work on this?

2) The electrical outlets 3pronged and non-grounded. The electrician suggested instead of trying to the existing ones, it'll be cheaper to install new 3pronged and grounded outlets in the rooms. is it okay to leave the old 3pronged nongrounded outlets? Also is there a rule that each wall needs an outlet?
