Painted vinyl siding?

Anybody knows anything about painting the vinyl siding?
I looked at the house yesterday - the siding has been sprayed on, and it leaves white residue on fingertips when touched.

Any advise on how to find out whether they used the right kind of paint so it doesn't peel by next summer.
