If there's a lot of this around the house, does this indicate that the former owner just didn't take care of the house, or is there a structural problem with roof that could be causing this?

Also, I guess the main risk of having this condition is moisture intrusion?

The panels might have been cut too short.

They provide airflow, so the opening is adequate for airflow if it previously was sufficiently sized. They also keep critters and insects out.

Main risk isn't water getting in, it's critters.
