AM I TOO EARLY TO MAKE AN OFFER

Hello! I found a duplex i want to buy. Place is a fully occupied duplex with rents at $2200 a month in CA, area is okay not the best. I want to make an offer but my lender is advising i wait. I am in the process of refinancing one duplex to pull money out for a down payment for this new place. I dont want to wait. I watch the BP youtube viedos and people talk a lot about finding the deal. My question is should i wait the 2 weeks before making offers lile the lender says although he said this will he wrapped up quickly or... do i move forward with my offer and find a way to make this work? Advice needed thanks!
