Do I need a permit in Florida?

I am looking at a 3/2 arm in st Augustine,FL as an investment. When the house was built, it was supposed to be a 4/2, but the owners decided to just not have the contractor build the wall between the two rooms and instead just make it into a huge guess room. I would like to convert it into a 4/2 by adding that extra wall of Sheetrock in between and another door. There will not be any supports affected, and should be fairly straight forward. I am also not planning on adding any electrical outlets on that wall.

My question is, do I need a permit to do so, the work is fairly easy and I can do it my self. If I do need it, how do I go about getting it and getting the process to move forward fast. I would hate to start building something and then have to wait months for an inspection.

Adding an extra room would increase the value of the property and can be rented for an additional $500 more.

Would you do it?
