Funding a deal/Rehab

I have a question concerning funding a rehab, if I use a hard money lender would I be able to factor that into the loan ? Is that the same with using a bank to fund a deal?

 Most hard money lenders can bundle rehab costs into the total loan as long as arv supports it. Ive seen options where hard money lender funds 75% to 100% of rehab costs.
