I was at the closing table and I get a last minute text from my contractor that the city permits were rejected and needed another 30-40 grand to overcome. Title said that they don't check against outstanding permits.
Creative ideas for how I can proceed?
Negotiate the price down to what you're willing to pay before you close.

@Wayne Brooks I am buying. They apparently never completed the permits to legally allow the ADU so that 30-40K is to meter the water properly. It is currently split between the neighbor and myself and only supposed to permit 2 bathroom per lot.
