Gutted house interior - mold

I came across an REO that has been completely gutted to the studs and subfloor. Everything left has been sprayed with a dark gray paint. EVERYTHING. Electrical conduit, switches, studs, rafters, subfloor. (Not windows.) I haven't seen that before.

Is that mold killing paint from major mold remediation?
