Exposed Concrete Foundation Tension Cables Fix?

I was looking at a house here in Dallas that I was thinking of purchasing this week. When I was checking gout the house I noticed on the exterior of the house the ends of the foundation tension cables were exposed.

They have begun rusting out. Once the tension cables are exposed, and begin rusting, is there anything you can do to fix them or repair them and prevent them from snapping?

If a tension cable snaps, you might as well budget for a full foundation repair. And will likely cause a domino effect as other tension cables begin snapping as well.

Looked similar to this picture I found on google. If you can repair it, how much should I allocate for repairs per a tension cable, how is the cost calculated etc.
