What are these holes in new ceiling drywall indicative of?

This is an abandoned flip. Is this maybe an electrical inspection done after drywall went up?

I’m not 100% sure but it looks like a poor job of adding recessed lighting in this room and they trimmed holes in the drywall to allow for room to drill through each ceiling joist to pass the electrical wires through. I seriously doubt it has anything to do with a city inspection. Assuming I am correct, it would be easier for a drywall contractor to cut full straight sections for easier replacement instead of 30 small holes.

I agree with @Greg Dickerson

They definitely cut to run wires for the recessed lights. At this point you are better off tearing it all down and starting over with new drywall. For the time it would take to cut each individual piece, you can have the ceiling down. Unless you have a magician of a drywall finisher, you’ll see the patches, there’s just to many

Time wise, it would have much more prudent to just remove the unfinished ceiling, run the wires and put the ceiling back up. Now painters will have all those holes as well as the seams to finish vs just the seams. It may take twice the time to finish that ceiling. But it could be worse. I would take what @eric Michaels to heart

@Eric Michaels whatever they were attempting I can think of numerous better ways to achieve the end result. Seems like inexperienced rehabbers, so it raises concern for anything else they touched.

@Eric Michaels looks like they may have been running wires through each joist so they cut the holes to access for drilling. Would have been easier to just cut a channel.

Maybe if that's the direction the lights are daisy chained. But then I don't see how an inspector would let that drywall fly. If there's an attic maybe you can get in there and check it out. But I would just replace all that ceiling drywall and inspect it while its open. Would be pretty easy since it doesn't appear to be taped and mudded yet.
