VA to conventional to use VA again?

So I currently have two properties, both have VA loan mortgages. One is a rental the other is my primary. We are in need of upgrading side we just had a baby but we don't want to sell any of our houses. Could I refinance both of my properties conventional since I have over 30% equity in them? Will this free is to use our VA eligibility again? We have heard different things from different people. Some say that we have to completely dispose of the properties to use VA again.
