Is this a legit source of information on Tax Lien Cert investing? Has anyone trained through this organization? I'm looking for a sources to find good solid study material on the subject. Thanks

The most important thing to learn is the laws, exact process, redemption periods, etc. in the specific county you're interested in. A national course isn't going to be detailed enough on this.
