Tax Liens - Ohio

I've found a institution that sells individual tax liens to investors in the state of Ohio.

Now, having said that , I have a few questions.

After a investor purchases the lien , what happens? I know the interest is set at 18%/yr, so the return would definately be good.

I also understand that the asset could go back to the ownership of the investor, thus becoming a REO property and then have it's own set of issues, depending on how the foreclosure action pans out.
