Timing for Investing in Notes in Southeast Florida

Would welcome feedback of investors and professionals who know the market in regards to investing in notes in Southeast Florida (say from Palm Beach County southward).

It appears that recovery from price lows has been modest, so risk of heavy declines in real property collateral would be relatively low at current time.  Thoughts?

Also, I am looking for a recommendation as to legal counsel in the area who is great at real estate in general and the note side of things in particular. One who invests as well as counsels would be preferred.
