Is it possible to purchase a lien or note to a specific property?

I am in the early stages of learning about notes and tax liens. 

Is it possible to purchase a note or lien on a specific property? There were 2 scenarios that brought this question up in my mind.

If I drive for dollars or use something like list source to find distressed properties, can I purchase the note or lien on the property?

Could I purchase the note on a friend or family member's property?
