Redeeming property of deceased relative

Hi,

I received a notice from the State Land Commissioner to purchase the right and title of State in lands for a parcel of land sold to the state for delinquent taxes. The land belonged to my grandmother. No other family member has expressed interest in the lad. I want to build a house on it. Am I able to redeem the land in my name if I produce my grandmother's death certificate? If I submit the payment to the State Treasury, what occurs next considering the owner is deceased?
