New Jersey Tax Lien Certificate

I just received my New Jersey tax lien certificate I won at an online auction, for the 2018 tax year. How will I know if another tax lien certificate will be available come next year if the owners does not pay their taxes again? Do I manual search for it or do I get some notification from the city/county?

2nd question- in doing research today, I found that another 2014 tax certificate exist. It appears to be held by the City and not sold to outside party. What do I do with this information? It doesn't show as redeemed on the certification. Does this mean 2015 -2017 was paid?
