Baltimore MD - how long for judge to sign a decree

Does anyone know how long does it take for a Balto County (MD) judge to sign the decree? Looks like it's been on his table for two months. Is it something he is going to eventually get around to? Or are there limitations on how long he can drag his feet for? I am not even sure why it takes so long in the first place.....
