Arizona tax lien information request

I've started reading the 16% solution by Joel Moskowitz and he references AZ as an example state that issues tax liens certificates by the state.  I'm looking to talk to an investor that has explored this option as a strategy within their portfolio.  My questions include: what's the process to obtain the certificates (bidding, auction, straight purchase)?  How they've matured over time for you?  What are the downsides to this strategy? Were you able to obtain the title of the property after the three year mark (or how does that work?)??  I'd love to open a dialogue and zoom/facetime over this topic to learn more, if anyone is so willing to entertain.  Thanks.  -Josh
