Out of State Investing in MSP (Advice Needed)

I used to live in Minneapolis for 5 years but have been living in Portland OR. The rental investment opportunity in Portland is not as good as it is in MSP hence I am looking to buy rental prop in MSP. I was relatively familiar with the areas hence my thought went to MSP 

Could you suggest:

- anybody who has experience on out of state investing in MSP. 

- best value area. From my previous perception (left MSP in 2013), I am looking somewhere between Minneapolis to St Paul areas along the I-94 starting from Prospect Park. But open to new suggestions in St Paul.
