Trouble with Flooring

Hi all,

Looking for some advice on a flooring issue. Recently purchased a 1400 sqft. 2nd floor condo in Dallas that was in serious need of new flooring. I ripped up the old laminate flooring and when it came time to install there were cracks in the concrete sub-floor--it appears there was some patch work done--that looks to be the result of asbestos.

I'm looking to see if anyone has encounter a problem similar to this in the past and see what options I have.

Any thoughts or insight would be greatly appreciated. Thanks in advance!
