Corelogic as tax address

For many properties in Cuyahoga County, the assessor site has Corelogic listed as the tax mailing address recipient, along with the company's address in Elgin, IL. The primary owner field remains an individual.

What does this mean exactly? Does the homeowner not own the property anymore? Is it in something like pre-foreclosure? I've tried searching the web for answers, but can't find a concrete one. Any help is much appreciated!
