Why isn't Banks Oregon growing?

Banks Oregon is a small town close to hwy26, Hillsboro, and Forest Grove. However, I dont see new developments there, while Forest Grove is growing a lot, as well as Hillsboro. The city has parcels (residential zone) annexed but no builder applied. What could be the cause?

there are a bunch of projects in the works I have one that is 160 lots.. you should go to the city council meetings and support us !!!!

@Chris Shepard each city has a UGB  its outside the Metro UGB but it has its own.. just like say Newberg or Yamhill or any other little burg not touching metro UGB.
