CMX-1 Zoning Philadelphia multifam - specific question

I have a very specific question regarding CMX-1 zoning in philadelphia. 

According to philly's zoning guide a CMX-1 zoned property can be a multifamily property that consists of 1-2 units. However on the "addendum" or bottom of the zoning guide. The square footage of the building can dictate whether or not additional residential rental units can be present. The guide is ambiguous as to whether or not that applies as an exception to CMX-1 zoning, or is applicable to CMX-2/3 zoning.

Does anyone have a property zoned as CMX-1 with greater than 2 residential units that they were able to get rental licenses for?
