Adding A Parking Garage To Row Home

Hey Everyone,

I was searching the forum and can't seem to find anything about the process of adding a garage to a row home. I'm looking to do a full gutt rennovation in south philly. I was wondering what the process is/ what are the requirements of adding a parking garage to the front of the building. I noticed a lot of new construction being built this way. The property is in the middle of the street 3 stories high. No back yard access so the front would be the only option. 

- will this type of renovation require the approval of the local civic association? 

- are there specific requirements as far as building size, size of street, etc? And if so what are the requirements?
