Vacant House Philadelphia - "General State Auth""

Hello, 

I have a  row home property in Philly and there is a vacant one next to mine that I'm trying to find the owner of. Typically you can see an easy to understand name or company but I'm at a lost as everything from the L&I, water department, and property taxes show "General State Auth" as the owner...does this mean it's owned by the state of Pennsylvania????

The bigger reason I need this info is due to moisture coming over into my house via the party wall. It's not a water leak as I can see that the water bill is 15 dollars. I'm pretty sure it's the roof on the property deflecting water towards my house.
