Live in unit, va loan

My cousin in currently in the military, and he is deployed to the middle east. We have been talking for a long time about him preparing for retirement and he is extremely interested in investing in real estate. We have been looking into fourplexes in the area that I live and we want to know if a va loan would have any problem considering that property as a residence while he is deployed or if that would cause any problems. I would easily be able to property manage for him while he is deployed. I guess that means that I have just one main question. Is it okay to have his "primary residence" vacant while deployed to Kuwait for a couple years at a time?

VA entitlement can be used to purchase 1-4 family dwellings.

Your cousin would just need to certify that he intends to occupy one of the dwellings.
