In the United States is too many options for investment (Cities and states)

What is the checklist you review before you start thinking about investing? 

What are the criteria that can expect that value will rise?

I ask for a small investor (up to $ 100000)

You need to narrow down to a state and then to a market. Once this is done, you can start building out your team. It is very difficult to build out a team without knowing what area you want to invest into. Do you have any ideas of markets you like?
