Any insight on new ADU regulation?

I know there are many proposed changes to loosen ADU restrictions in Seattle (per the final EIS in Oct 2018), but not sure how likely or unlikely that these will make it through.

I'm aware the Examiner is supposed to rule sometime in May, but dont know if that goes through, the likelihood of legislation passing or not. Anyone have insight on how these things typically play out?
