Security Deposits for Last Month's Rent

Is it legal for a Tenant to insist on using their security deposit in lieu of their final rent payment? Any insight on this would be great.

It is not legal, but there is not much you can do about it these days.  They are on their way out and leaving you holding the bag.  NY sucks.
