How to get approved for TLO skip tracing

Does anyone know of solid valid reasons you can provide TLO with to get approved for their skip tracing service? They've made it very clear that you are not allowed to use their service for calling homeowners with distressed properties. I've heard they are the best on the market and that they have pretty reasonable pricing. Please fill me in on the requirements for getting approved.

@Daniel Zubrik -- we just got approved for Experian, which is effectively the same as TLO. LMK if you want to give it a run through
