Can I buy Worker's Compensation Insurance for a Contractor?

I'm in the process of getting a metal fire escape fabricated and installed at a rehab I'm working on.
The problem I'm running into is that in order the get the building permit, the city requires that the contactor have workers comp insurance and liabilty.
Does anyone know if I'm able to purchase this insurance for my contractor?

@Ryan Pratt Your contractor should have it already. If not, I know someone who did get it when they were having a house built, but that was in Canada.

Ryan, because you are not the owner of the contracting business, you can not purchase it for the contractor. They have to get it themselves.
Chances are they don't have it because they feel it's too costly for them, or they had it, didn't keep up with the payments and now have a large balance due that they can not afford to pay to get the policy reinstated. It happens from time to time with smaller contractors.
