As a new investor, I am seeking recommendations of how to market to delinquent property tax owners. Should I purchase a list from a reputable 3rd party? Should I contact the county (Harris) for an updated/accurate list? How do I filter the list? What data is crucial and what to discard? Should I outsource? Cost estimate for a successful marketing campaign? etc...
