single family to triplex in Philadelphia

Hi all, need exact process for converting my single family house into triplex in Philadelphia (19149)The house is an end row house,RM1 zoned, I need the exact process to convert it into a legal triplex. Currently have single electric , gas and water meters, but since repairs are done in all units, I see an opportunity to separate the electrical and gas . Plz help and thanks to all.

This already has separate entrance to each apartment, each unit has bathrooms and kitchen, but not sure if it’s legal .Thanks.

Pretty sure you'll need to apply for a zoning variance with the city: http://phillyzoning.com/obtaining-a-zoning-variance/
I'm not too experienced with this sort of thing but my guess is the city could hit you with a zoning violation for not applying for the variance prior to converting it to a triplex.
