Obtaining Lists in Whatcom County, WA

I am currently in the hunt for list categories such as tax-delinquent, pre-foreclosure, foreclosure, divorce, probate, and utility delinquent. I have called to my local county clerk and county clerk. They weren't knowledgeable in how to obtain any of these lists. I have looked into various city websites to find any online databases, but couldn't come up with anything. I looked through the RCW 42.56 Exempt Records of Washington to see if anything falls into the exemption. I'm not able to find it; am I looking in the wrong place or are these documents protected in the state of Washington? Thanks for the suggestions.
