@Eloy Garcia cash out refi will be limited to 75%  OF arv or 135k. Taxes will rise with that extensive of a reno. Won't find a lender to give you a zero % loan. Closer to 6%.  Mortgage on 135k at 6% will have a payment of $809. Your soft cost budget( capex, repairs and vacancy ) should be between $250-400 per month. Insurance seems high for a rental.
