What is the ideal criteria to deny an applicant if they have Utility Collection?

Hello, 

I know this site can help me expand my knowledge of the Real Estate world. My boss just decided to deny an applicant who has a Utility Collection (like Water, Electric, and gas), and I'm struggling with my criteria.


Any Idea will do.....
