15 unit condo package

Im looking to start multi-family investments. I have my first duplex under contract and recently came across a 15 unit condo deal, however I'm not really sure if it's a deal. That's where I need you guys help.

The condo package is for 13 units as the seller already has 2 units under contract with the tenants. 7 units are occupied, the other 8 have a waiting list. Rents range from $850-$900. The asking price is $685k.

I would like to wholesale this property but I need more information. The seller will provide comps, address, pics and video after they have proof of funds.

My question is 1) Is this enough information for me to present to my buyers as a good deal? 2) if not what other information do I need before a buyer would provide proof of funds?

Hopefully I've included enough info here, if not I'm open to questions and criticism..
