I put those $5 specials from the big box stores in.  They are cheap, thin plastic that filter the light but don't totally block it.

They are cheap to replace, keep prying eyes out when vacant and are one less thing for a tenant to worry about when picking a place.  Plus they tend to distract from less than perfect windows.

Always! You want to make your rental the nicest on the block. That drives up demand and people rush to get it. People rent houses in an emotional manner. Cheap blinds, bright bulbs, clean fresh smell, right temp in the house make a huge difference when someone comes to see it.

I provide inexpensive vertical or horizontal blinds for privacy on townhomes and condos just due to the nature of communal living, but no curtains.  On houses, I do not provide anything, but if there are any there when I buy, I leave them in.

If you don't, prepare to see people using bath towels and bedsheets.  Or, my personal favorite, a rainbow flag with the outline of a marijuana leave in the middle.

Yes, it is required in our area in bedrooms and bathrooms although it is unlikely some of the tenants know this.    I like them on the front of the house too so I get at least sheers in the living room and dining area. I advise any window that is in the kitchen you cover yourself with something permanent , least they come up with something inappropriately likely to catch fire...   i  use second hand stores and we have a cheap outlets for curtains.
