Inherited Properties Looking for a Strategy

Hello Everyone,

I met a brother and sister who will inherit some prime properties in DC and a piece of land. They have plans to hold these properties, upgrade them and build a potential 18 unit building.

They are very new to the real estate game although they've managed these properties that has been in their family for many years. They are very leery of developers.

They don't have the financing to get started. What would be the best way to tackle this situation? What would you suggest they do to obtain the financing they need to upgrade and develop. If they found a trusted developer/investor they are happy to develop some sort of compensation of course but how would they get started?
