City of Chicago Construction Permit Review

Hi BPs, 

I visited this property and  noticed a complete rehabilitation. After checking our useful City of Chicago Permit Violations Website

I found the following, see image below.  Can the"DOB NEW Construction Insp" include permit, electrical, and hvac?  

I don't want to buy something built without a permit. Well, unless the price is right, of course.
