Uninhabitable abandoned house/teardown

Hi guys, I found this property while I was driving for dollars. It seemed to be abandoned and it was boarded up, and there was even a sign stamped on it that said "this building is unfit for human habitation". It's in a really nice location with several suburban Single Family neighborhoods and townhouses. Is there a way I can find out more about the allowed use of this land? It's seems that it is going to be a tear down because the grass and trees are practically covering the house and it is falling apart (think something out of the walking dead). Plus on my record search it mentioned that it was used for a mobile home. Purchased in the 80s and was listed in 2014 but taken off market. The ARV is about $150,000 and the land was assessed at $29,000 in 2015. The address is listed as strictly land on realtor.com. I really think this might be a good find, but I need to make sure that the land can even be built upon or used ever again. I don't think the owners would be holding onto the land if it wasn't worth anything. Please feel free to chime in on your thoughts on what routes I can take to find out more about this property's use. Thank you!
