Investment Realtor Fee

I am thinking about purchasing an investment property and I contacted the real estate investment agent...He found a property for us, however,  he is charging us an additional 3% fee aside from the 3% that he's receiving by representing us as the buyer.

Is this additional fee normal?

If it is normal how much do they usually charge?
