York PA Market analysis

Request investors familiar with the area to chime in on the current market conditions in York, PA.  In my analysis, it seems that the market is very saturated with lots of open inventory.  I have an opportunity to invest in "The Avenues" very near to the fair grounds.  The unit is zoned as RS2 - Residential attached.  I have dug around to get the fair market value but am getting extreme ends of the spectrum.  Any help is greatly appreciated.

You should attend local REIA meetings, there are mtg in Camp Hill, Harrisburg, York and Lancaster, among others and in Lebanon and Reading.
