Clarification - 2% Rule Calculation

I am newbie and was going through the free course. In the free course it say the 2% rule is a ratio of Income to Purchase Price OR ARV, but in the rental property calculator it say the 2% rule is a ratio of Income to Expenses. Which one should I use for my analysis. Appreciate if anyone could clarify.
